Ms. Kay D. Toran has been the Chief Executive Officer and President of Volunteers of America Oregon (VOAOR) since July, 1999. In this role, Ms. Toran provides overall leadership and strategic direction for this human services non-profit. VOAOR provides services to children and families, single adults and to the frail elderly. Our services include early childhood; domestic violence solutions; treatment for substance abuse disorders and gambling addiction; prisoner re-entry and adult day services for the elderly. VOAOR also runs social enterprise organizations including Catering for a Cause.
Prior to joining Volunteers of America Oregon, 1994-1999, Ms. Toran was Director of Oregon's Services to Children and Families Department, Oregon's child protective services agency. Ms. Toran's prior executive positions in Oregon state government include Administrator, the State's Purchasing Division, Department of General Services; Assistant to Governor Vic Atiyeh and Oregon's Director of Affirmative Action. She also served on the faculty as an Assistant Professor of Social Work, Graduate School of Social Work, Portland State University.
Ms. Toran received her Bachelor of Arts from the University of Portland and her Masters of Social Work degree from Portland State University. She also received an Honorary Doctorate from The University of Portland.
Ms. Toran's current volunteer service includes membership on the following boards: Beneficial State Bank, The Board of Regents for the University of Portland, and the Oregon Community Foundation. Ms. Toran also serves on the Providence Health and Services' Community Advisory Council.
